Sorry to hear you are having trouble with your dishwasher. Lets see if i can help you on this.
If the upper arm isnt rotating but the bottom one is then its usually down to the heater element on this.
As inside the heater element theres a diverter valve which switches over to divert the water to either the lower arm or the upper arm.
If the diverter fails then it sticks and just sprays the water into one arm like this.
So im afraid when you get this fault it usually needs a new heater element fitting to cure this.

I think so as given its 15 years old spending about £150 isnt really worth it but if you want to get it fixed then by all means go for it.
