the first thing to check is the waste hose and were it drains to. If thats fine then you need to access the drain pump underneath the dishwasher and remove it to see if its blocked up or faulty.

I would concur that this fault is a drain time out fault, based on the symtoms (its detecting water present even with the drain pump running for more than a couple of minutes).
The fact you have checked the sensor by blowing through it the next thing to check is the contact and continuity across the sensor, is it closed or open circuit?
If its showing closed then it suggests its detecting water and needs replace if it open then your looking at replacing the PCB
If its the sensor you can pick it up here, if its the PCB its not worth repair and better to replace as the part is £300 from here.
