Ask your tennants if they have cleaned the filters in the base of the machine? Also, they might try removing the spray arm from the top of the dishwasher and cleaning it and ensuring that none of the holes are blocked. If they are, use a toothpick to clean out the holes and then run some water through the spray arm to make sure the water is passing through the spray arm properly etc
It is unusual for a spray arm to fail in the first 12 months or even 2 years, so Im thinking they have a blockage in the circulation system for sure,,,
