Ok if the washer isnt filling up on a rinse cycle then its more then likely the cold water valve will be the problem.
Either the coil on the valve will be faulty or the pluger inside the valve is the problem and isnt lifting up to allow the water to enter the washer.
In either case the cold water inlet valve will need to be replaced. To replace this you need to take the top off and there at the back you will see the water valve.
Replace this and see how it goes from there. Fingers crossed this will cure the problem.
