I have a Safty Level error message on my dishwasher, and

I have a 'Safty Level' error message on my dishwasher, and I have switch the machine off and on as advised, but the problem persists. I see no evidence of blockage. Any ideas?

rather than just switching the machine off and then on.
Go to the house breaker box and turn the power off to the machine for 5 minutes, and then back on. This will clear any electronic glitches in the system.
