Ok just a thought when you take the filter out if you look at the back were the filter goes you will see the impeller X shape. Check to see if theres anything stuck in there jamming the impeller up. If its stiff to turn then the pump will need to be replaced.
As to be honest with you i think ive only had to replace a control board once or twice in my life for an E20 fault as its nearly always a blocked pump or a faulty pump.
