Ok the belts are called strech belts. So when they are new it very hard to get round onto the motor shaft.
Now most enginners have a tool for this as this helps us put them on a bit easyer.
But what you can try is get a screwdriver and and pull the belt down and try and wedge it onto the bracket of the motor and try and then slide the belt onto the pully.
Of if you have a piece of copper pipe you can get this and put it over the belt at the bottom and strech it down and put the other end of the copper pipe on the motor pully and then slid the belt down onto the motor.
But its a case of streching the belt round the motor. And it will be very tight but will go on in the end.
