Set the machine on a wash.
Open the door and set the arms at a front to rear position.
Close the door and let it wash again.
Quickly open the door and see if the arms are moving.
Add some water to bring the water level up and do the same check again.
Let me know if the arms move or not.

OK, thanks for that.
This would suggest the alternating valve has failed and isn't switching properly between the arms.
The valve is part of the heater so it's the complete heater that has to be replaced.
You can see in the picture the motor that powers the valve.
To change the heater you have to strip the tub off of the appliance or lay it on it's back and remove the base.
Both are fairly difficult jobs.
You may want to check the Comet off on repair.
