Does the detergent drawer open as it should?
Please set the machine to rinse and place the the top spray arm in a known position, ie facing the front door.
Set the machine going, wait for it to start washing then after a minute, quickly open the door and see if the top arm is moving, or if it has moved at all. If not try it again and let me know what you see.

It would be very strange for this to be the case.
If there are too many holes the water will just spray out and there wont be enough pressure for the arms to turn.
Remember it is only the force of the water coming out of the holes that pushes the arm around, so it really is your call
