From what you describe it would suggest a failure of the circulation pump.
The machine doesn't know it's not running so turns on the heater.

It would be worthwhile checking the motor to see if there is a capacitor on it.
If there is, check the motor to see if it's buzzing when it should be running.
If it is, fit a capacitor to it, on a "fit and see what happens" basis.
If the original capacitor is faulty, then the new one should make the motor run.
You'll need to take the capacitor out to check the size of it.
Obtain one the same size and try it out.
You'll need to take the top and side panels off to gain limited access to the components.
