Ok that will be why its not dissvole the tablets.
What you will find is the heater will need to be replaced. As in the heater is a diverter valve which diverts water up to the top spray arm and then to the bottom. What happens is the valve goes faulty so will only send water to the bottom arm.
The only way round this is to replace the heater im afraid. Then this will cure the problem.
