Hello,The engineer could have meant the damper control for the fridge. Do you feel air coming out of the vents of the fridge even with out pressing any switch?The switch is usually mounted around the perimeter of the fridge frame. It could have been stuck close that is why no air is coming to the fridge section.

Is this an up right unit or a side by side?
Top freezer or bottom freezer?
Do you feel air coming out of the vents if the fridge section? Press the door switch when doing the test please.
Ok..So this could just be the vent cotroller for the fridge. This is usually installed between the two section.
It is sometimes a flap that closes the passage way of the air. It could have been stuck close that is why no air is coming to the fridge section.
You would have to open the vent supply of the fridge section and find out where is the vent control and what is blocking the air from passing to the fridge section.
