If the spray arms are not turning the first thing to check is that the holes are clean and clear, especially the end holes.
Take the spray arms off to clean them out.
If they are clean and clear and neither arm is rotating properly then it's likely the change over valve has failed. This is part of the heater and would involve a major strip down to change it.
The change over valve alternates the water between top and bottom baskets.
It may have failed in the mid position and there isn't enough pressure or flow to feed enough water at sufficient pressure to turn the arms.
Check for blockages first. Take the bottom spray arm out and look down the tube.
If you see a partially open port then the valve has failed.
