Was the engineer you had out from Hotpoint?
I'm surprised if he was as he should know how these A+ class machines work.
On a 60 deg c cotton wash the entire wash will use 70 litres of water.
That's on the wash and the 3 rinses. Average of 17 litres of water per section of the wash. (The rinses use more water than the wash).
The machine will take on some water and tumble, as it tumbles the water is soaked up by the laundry, as the water is soaked up the machine should top the water up.
Full of laundry or empty it will never have more than a small pool of water in the drum.
If you had a Hotpoint engineer attend the appliance he should have known this and would also have been able to rectify if there was a fault.

Hiya,
No the smaller drum uses less water.
The Comet engineer is multi branded, in other words he works on every make.
If you change the appliance it won't fill with more water.
All newer appliances that are achieving A+ class use less water and less energy.
With less water, to achieve the same wash results the programme times are longer.
Less water, less energy to heat the water and the extended programme should give the same or better wash results.
