Are you able to get Apple TV working on a smart phone or tablet?

and selecting Run Test.

Some apps are more forgiving than other Apps.  I just want to rule out connection speed (particularly upload speeds).

It might be the upload rate.  For example, Roku recommends 25 up and down.  While you can get by with less, once you hit the single digits, things get sketchy.

Netflix in my option is the most bulletproof App.  Others are more fickle.

I suggest trying to reboot the modem to see if this issue can be resolved by simply resetting the modem.

I hear you but this is a combination of issues.  TVs have more temperamental wifi interfaces than computers, phones, and tablets.  And Apple TV is more of a data hog.

Regarding data rates, remember that distance from the router, building materials the signal passes through, and number of devices using the the network all dig into the bandwidth of your service.

That said, I don't know what service you are signed up for but a 85 down and 10 up isn't a typical plan.  To confirm what you are getting run the test by the router.  To confirm what you should be getting check your bill or account online.  You may be due a refund from your provider.

If you have better rates now and still are having an issue the first thing to try is a Hard Reboot as this is the least invasive thing you can do. Unplug the TV from power for five minutes and while the TV is unplugged, press and hold the TV's power button (not the remote control's power button) for 60-seconds. This will discharge the remaining power in the TV. After five minutes, plug the TV back into power and test.

If that fails, delete the Apple TV app and then reinstall it.

And if that fails, do a factory reset of the TV.
