Alright, what we need to do now is determine whether or not the TV is the cause of the issue or if perhaps the cable box is the root cause. Are you able to locate a connect a DVD player and see if the picture still jumps when using that device?

I performed that step al ready and the TV functions properly while DVD is operating.

Okay good, this means that the issue is not the TV but the cable box and/or the connecting cable, so you would next want to contact the cable company and have then swap the box out for you.
