I was told it wa the dlp chip so I replaced the whole board cause th chip was built into the board

In that case it wont be the dlp chip bad,its likely its a power-board issue

No that is NOT the power=board, the power-board has the power-cord going to it

The $40 doesn't come with the DLP chip installed. If >>this<< is the one you got, then you need to move the chip from your old board to the new one.
