JA: What's the make/model of your device? How old is it?
Customer: samsung smart tv - about 1 year old
JA: How long has this been going on? What troubleshooting have you tried?
Customer: just started a couple of days ago. I haven't tried anything. I noticed it during the football game when it was cutting off the scores at the bottom of the screen

should I be contacting the cable company or is this something in the settings?

OK, it seems cable box is sending out over size picture signals to TV, please find a button on cable remote labeled as Size or Zoom or HDzoom or Format or Aspect etc, push that button a few times to get different size picture settings to get best fit picture on TV.
