JA: What's the brand and model of your computer? And the Operating System (OS)?
Customer: hp pavillion win10
JA: How long has this been going on with your computer? What have you tried so far?
Customer: not computer....tv gave info to assitant, paid, couldn't get back to page
JA: What's the brand and model number of your TV? How old is it?
Customer: DSharp lc45sb54u about 5 yo. This occured after lightning strike nearby. Power and OPC lights blink, pwr blinks twice, repeat. Have tried both power down resets. TV will not turn off by power button but blinking stops temporarily
JA: Anything else you want the TV expert to know before I connect you?

Initially, have you tried unplugging the TV for an extended period of time?

The idea is to simulate a soft RESET and dissipate residual power.
