Initially, does the description of " picture..." mean that the screen is all blue, black or white ?

IF blue, then check the source such as a DVD player, cable box as well as the connecting cables.

IF white, then check the channel selection,

IF black, then potentially an internal hardware issue. Are you then considering a DIY (do-it-yourself) repair approach? If yes, do you have access to and familiar with a multi-meter and even a soldering iron?
