Hello, This issue can either be caused by the cable/SAT remote (there are generally picture size options on there), or the TV's internal settings. First try using the cable remote and look for the following buttons:
AspectZoomHD ZoomRatio(#) symbol under the 9 key
Next, on the actual Insignia remote, there is a button towards the top right of the remote labeled "Zoom", also try pressing that a few times to see if this binges the picture to the correct size.
If neither of those work, then reply back with the Brand and Model of the Cable Box (for example: Explorer 4340HD etc.) and we can proceed.

Then use the TV remote's Zoom button as I stated.
