Offhand this would point to a DISH problem, and since they own the equipment that you're referring to, it would be something you would call and have them replace if you cannot get it to power up.
However, can you please tell me if you've tried replacing batteries in the DISH remote yet?
Also, did this issue occur after a storm or power outage by any chance?
