Expected Va volts are 60V and Vs volts are 80V.
Please disconnect connector of power supply board that feeds x-sus and y-sus, turn On the TV and check Va and Vs volts again. What readings you get on meter?
OK, please press power button on TV to turn it On while taking reading for Va and Vs.
If still no volts reading appears then replace the power supply board.
Yes, it would be CN64 connector. Do you get 5V Vcc at pin 3-4 of CN64 connector of power supply board?

Please note that Va, Vs and Vcc volts may appear for a second as sustain boards are disconnected.
One clarification, please revert the pin configuration of CN64 connector, count pin-1 at bottom and pin-10 at top that will help to count the pins for correct reading.
OK, count from bottom to top.
OK but no Va and Vs, correct?
Please replug the connector at CN64 and again check Va and Vs reading, do you get volts even for a second when turn On the TV?
Also, did you get replacement power supply board from reputable source?

You have already tested Vcc 5V with that meter so it is working fine.
Power supply board seems bad as it should provide volts.
There are 5 LEDs on main board of TV ad service manual has very complicated table for those LEDs. Please check page 51 of service manual for details.
I guess this problem may not be figure out over internet so let me repost the question for other experts to have a look, hopefully some one will soon respond to assist you further.
