Thank you for confirming,
other than changing batteries, that would indicate that the remote itself is defective.
That is a common problem with this brand, as these insignia products are very low quality and short lived, the tv itself has actually lasted about double what we'd expect.
The remote would need to be replaced at this point, there is no reset or reprogramming that will fix it.
