Hello , my name is JackPerhaps I can help you with this problem but first i would have a few questions so could you please send me a reply when you are ready to proceed ?

Do you have a cable box or satellite receiver ?
I can give you that call but I need info first
O.k and which company ?
Is there something like explorer 4300 , scientific Atlanta etc. written on the box ?
O.k then that's Comcast .try this ;
Turn OFF the cable box and press the MENU/SETTINGS button on the remote .
That will open a different menu with various items including closed caption, scroll down to it and set it to DISABLED
Let me know how that goes and if you cannot find it then give me the model number of that box
No phone , no problem
Once you have the captions disabled simply press power again to get out of there

O.k the menu may change but is the closed caption OFF now ?
That is a different menu but you can see the closed caption functions there ?
And its off at the tv as well ?
Both the digital and analog captions say OFF ?
If so then ;
Pull the cable box`s power cord off the wall outlet (cable box only) for a minute.In the mean time turn off the tv and turn it back on only after you plug back the cable box power cord.Note that it may take a couple of minutes for the cable box to reboot after you plug it back ,just give it time.
It probably just means that it is getting the tv guide and time and such back online .
The messages change from one cable company to the other but the tv`s feature do not change .
May be your cable box needed that reboot to start with .
Captions off now ?
As i said earlier , make sure both the analog and digital captions are off at the receiver and off at the tv ?
Is that on all channels by the way ?
Your cisco box will have a number starting with RNG....... , can you look that up ?
cable box is the one where you receive your channels , if you have a surround receiver then it has nothing to do with that
What was that quote " I go to menu- like requested- then closed caption get CCdisplay off below that are analog CC1 then digital - service and finally display options " is that the tv ?
The captions are at the CABLE BOX nowhere else

It means that if you look in the cable box menu under preference, setup etc. , somewhere in there you will find closed caption
The box controls that ,not the tv now
Sorry but those guys have just too many cable boxes with different menus that make it impossible to be specific and their website is no help right now
