First, check if all input sources are affected by the flashing picture. Also check that the input cables are securely connected. Further, check if the on-screen menu is affected by the flashing.
If all input sources are affected and the on-screen menu is also flashing then the TV has an internal fault.
The most common source of failure is on the power supply board - you will need to test the voltage outputs from that board to ensure they are good. If they are bad, then this will affect how the rest of the TV performs.
