My RCA model 46LA45RQ has power (red light) but will not come on. I have unplugged for 5 to 10 min. and tried with no luck?

Just a couple questions so I can get a better idea about what's going on here.

1. What happens when you press the power button?
2. How long have you owned it?
3. Do you have repair experience or are you just trying to figure out if it's reparable?

If you've owned it less than a year, are you sure you want to open it up for troubleshooting? You're still covered under warranty.

So you'd like to bypass warranty and repair yourself? If so, no problem... we'll need to remove the TV's rear panel and have a close look at all the capacitors inside the unit. Are any of them puffy on top, leaking maybe? Any not totally flat like the others?

Ok, let's measure the DC voltages coming out of the power supply. Red lead on any pin or connector with a label, and black lead on ground. Let me know what you get.

pin 2 is .146vdc the other 7 pins are 0vdc

Pin 2 is 140mV?? That's almost negligible. Can you double check?

the first plug from the bottom ia 13 pin plug 1 thru 3 are blank 4&5 are 0, 6 is 5vdc, the rest are small mv to 0. The power supply is putting out 0 on the 12vdc and 0 on the 24vdc pin above it? I s the dc side fused?

The only fuse I see is on the AC line. With your model, if the power supply isn't sending all proper voltages, replace the power board... no need to investigate further. Part number should be RE46AY3001, but see if you can get a number from your board to confirm. has replacements.
