Have you checked the fluid level, engine running in park?
The convertor gets filled by the oil pump, with the engine running.
If the level is correct, then you have another internal problem.
Does it have a factory torque convertor and flexplate?
Generally 13 quarts.
12 to start should have gears, let it warm get the level correct a bit at a time.
Have you got a dipstick tube?
That's where all early trans get filled in vehicle.
The only way that can happen is either the pump is not driven from the convertor, or there some other abnormality.
How far forward did the convertor come to meet with the flexplate?
If it comes to too far forward, then you have no oil pump.
All converters fill from the oil pump.
I said 12 - 13 quarts initially.
Get the fluid in there.
You'll burn it up from new with insufficient oil..
Two people, one on the key, one on the dipstick.
