My 1995 Saab Aero 4 cylinder has a problem with turbo. You

Hi, My 1995 Saab Aero 4 cylinder has a problem with turbo. You can hear it whine a little in 1st, 2nd gear as you shift (manual) but, it never really kicks in. Mechanic says plenty of oil, fan is not stuck and connections and lines are good. Now they think catalytic converter but, no smell, no heat, no indication of problem. Power seems to be acceptable and have driven it at least 40K. It would seem a waste to just replace converter without any indication of real problem. Your thoughts, Bruce
JA: Have you checked to make sure the thermostat is working? What about the coolant level?
Customer: Thermostat is a low temp unit, not high, coolant levels are fine.
JA: What year is your Turbo?
Customer: 1995
JA: Are you fixing your Turbo yourself? What have you tried so far?
Customer: Had two shops look at it and I have some knowledge, more that most mechanic would like. Last shop said try catalytic C. which trying isn't really a good answer.
JA: Anything else you want the mechanic to know before I connect you?
Customer: I intentionally put a lower thermostat in to avoid heating in summer plus the car came from Ca. As you may know it calls for two different temps as do most vehicles.

Has anyone removed a turbo hose to check for excess lift on the turbo impellor.

it sounds like the turbo has a worn bearing internally.
