Hello and welcome to JustAnswer!

If the front wheels do pull in four low then the front differential is intact, which leaves only a transfer case issue as a possible cause for the wheels not puling in four high. The problem either has to be a linkage issue or a mechanical failure in the transfer case.

Have you checked linkage adjustment?
