Hello and welcome to JustAnswer!

The interlock solenoid is on the shifter and supplied power from the brake switch when the pedal is pressed. It's possible that you have a shift cable problem or an issue in the trans, but the problem is more likely to be an interlock issue.

Has fuse 2 been checked? If ok then the next step would either be to check for power on the dark green/white wire at the brake switch or the interlock solenoid while holding the brake. If there is power on this wire at the solenoid, the black wire has ground and the shifter won't move out of park even with the cable removed then the problem is the solenoid.
