hi Kevin...1999 subaru impreza rs coupe... 2 issues...automatic transmission shift shock from first to second gear except at a slow or gental excelleration
and air bag dash light on and horn quit working...horn, fuse and relay all tested good

Hello and welcome to JustAnswer!
It will take some electrical testing starting with determining what fault codes are set in the airbag module, but the airbag light and horn not working are most likely because of a broken clockspring. The clockspring is in the steering column and is what makes electrical contact between the steering wheel and column wiring and allows the wheel to turn.
A harsh shift can be caused by clutch chatter, fluid degradation, possibly a software or throttle position sensor issue, or incorrectly learned transmission adaptives.
Has anything been done to try and diagnose the transmission issue?
Are any fault codes setting in the TCM?
