Hello and welcome to JustAnswer!
You could have a handful of things going on. It may be a governor issue, possibly the output speed sensor, misadjusted throttle valve cable or an internal trans issue. Seal leakage will cause more problems when the trans is cold.
The first step in diagnosing the problem is checking for fault codes. Do you know if any codes are setting?
Is it a specific shift that is delayed, slips, etc?
