Tranny starts off high when put into drive, and doesnt shit

Tranny starts off high when put into drive, and doesnt shit down, but shifts just fine when put into low and shifted up into drive. It also makes a whistling noise if you try to push it when put into drive. What does this sound like? 1995 Dodge Ram 4wd 5.9

It sounds as if the trans is in limp in. When the powertrain control module sees an issue that will prevent proper shifting it will remove power from the solenoids and the trans will take off in third gear.
There are a handful of possible causes for limp in ranging from the output speed sensor, governor solenoid, the overdrive or converter clutch solenoid, wiring, the trans relay, and even the PCM itself. The most common issue would be the solenoid pack which is mounted to the valve body.
The first step in diagnosing the problem will be to see what fault codes are setting in the PCM, and then electrical testing will need to be done based on the fault code.
