My car flooded, but...

My car flooded, but still starts. 97 camry. However when battery is connected the horn blows . Disabled the horn fuse. How do i go about fixing the fuses??

Mechanic's Assistant: Will the headlights turn on? Is the battery fully charged?

Yes. Lights stay on even after shut off. Have to unplug everything. Brand new battery before flood

Mechanic's Assistant: Are you fixing your Camry yourself? What have you tried so far?

My brother was helping. Im not sure where to start. Im thinking the box under the seat got messed up being under water.

Mechanic's Assistant: Anything else you want the mechanic to know before I connect you?

The horn keeps blowing and the headlights remain on with the switch and key off, correct?

If you unplug the headlight switch do the headlights still remain on?

Does the vehicle have daytime running lights?

Remove the horn relay under the hood. Test pin 2 by ohm testing it to ground. Is this pin grounded without pressing the horn?
