2003 Camry 4 cylinder with 200,000 did not pass smog and the shop said it is the cat? does this make sense to you?
JA: What specifically didn't pass the test? When was your last oil change?
Customer: don't know i bought it off of a friend and the oil was just changed?
JA: Are you fixing your Camry yourself? What have you tried so far?
Customer: Yes and i have done nothing other than make sure everything is clean, the car runs great too
JA: Anything else you want the mechanic to know before I connect you?
Customer: This car is in california and the cat is $600 and dont want to spend that much if it will not help?

I just got the car yesterday and it has been sitting since July 2015 it started right up and drove great all the way home 70 miles. My friend told me that it would not pass and the shop said it was the cat?? But do they really know this?

Was the an inspection a plug-in test (where the plug the machine into the vehicle for the test) or a tail-pipe test (where they drive the vehicle with a tester in the tailpipe)?

Not sure i will see if my friend has the print out from the smog shop when he tried to smog it back in 2015?
I have an OBDII reader tool will it tell me if these monitors are not set??

Yes. The paperwork they gave you should have all the necessary info on it. Either a p-code or the exhaust output readings.

Yes. Many OBD-II readers will read readiness monitors.
