Turn the key and starter does not ingage, i thought it was

turn the key and starter does not ingage , i thought it was the shifter at first , but if i turn the key back and jigle it , it cranks
JA: Can you turn the steering wheel at all? And what about the key? Is it worn or damaged?
Customer: i dont think its the key , key goes in and turns no problem , goes to start position no problem
JA: What is the model/year of your Toyota?
Customer: 1999 4runner .
JA: Are you fixing your 4Runner yourself? What have you tried so far?
Customer: i done nothing yet , it seems to be getting worse

When you jiggle the key like you said it may have something to do with the problem, on the first turn of the key to start is there any sort of clicking noise when turned all the way to start? If you hold the key in start for a few seconds does if eventually turn over and start? thanks.
