Fuel guage not working properly. Gas tank is full but gas

Fuel guage not working properly. Gas tank is full but gas pump light turns on and the guage shows empty. I have a 2002 Toyota Celica GT.
JA: Just to clarify, what are the exact lights you're talking about?
Customer: Fuel guage on panel
JA: Are you fixing your Celica yourself? What have you tried so far?
Customer: No I just noticed it this morning on my way to work.
JA: Anything else you want the mechanic to know before I connect you?
Customer: The check engine light also turned on. I did take it to a mechanic and was told to change the gas cap. I did but the check engine light came back on. Last Friday another mechanic checked with a computer and said I had a problem with emissions. He mentioned some sensors, charcoal canister and a sending unit may need to be replaced.

You will need to get to the Fuel Pump, under back Seat & also the Fuel Guage
You may also have to remove the Fuel Pump
