1999 Camry LE starter solenoid appears to be stuck in closed position and attempts to start the car the moment the negative battery is attached where is the solenoid and how to fix the problem?

This is a fairly common problem on that particular year of vehicle. The starter contacts in the solenoid are welded together. You will need to replace the starter or you could pull the solenoid contacts apart and replace the contacts with a new kit. Figure about one hour in labor times your local labor rate to do that. Most starters run about $100 for this car for a remanufactured one.
