JA: What is the model/year of your Toyota?

Hello and welcome to JustAnswer!

There are quite a few things that will prevent cruise from working. The problem could be with the switch itself or it's wiring or there could be another issue that the engine controller i seeing an disabling cruise. A cam or crank sensor, throttle body, transmission issue, etc will also prevent cruise from working. Anything that will prevent the engine controller from properly controlling vehicle speed will cause cruise to not work.

The first step in diagnosing the problem is to connect a scan tool or code reader to see if any fault codes are setting. Have you checked for codes?
