1999 Toyota Avalon key won't turn. This isn't an old key.
JA: Can you turn the steering wheel at all? And what about the key? Is it worn or damaged?
Customer: No, steering wheel will not turn. Key is less than 6 months old.
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: I have switched keys. Tried turning the wheel.
JA: Anything else you think the mechanic should know?
Customer: It has done this before. Generally, I let it rest and try it again. Sometimes that works. Sometimes I just insert the key to try to move off/on.

Ok sounds like either both keys are worn or the ignition switch itself if worn as well. A lot of times the tumblers in the ignition switch stick and cause this issue .Try this insert the key and tap the head of the key with a small hammer and see if it then turns and starts this should rest the stuck tumblers in the ignition switch .
