Bad contacts on the battery or the battery itself would give you the same results whether you hit lock or unlock.

When only one function of the remote doesnt work the problem is either in the vehicle or the remote itself is bad.

Since your other remote works fine the problem is obviously not in the vehicle.

So through process of elimination we can say the one remote is bad and needs replaced.
