Is the toyota 2003 2.4l camry engine the same as the 2.4l in the 2009 camry and if not cam I make it fit?

It does not appear to be. The cylinder heads are designed differently to comply with newer emission standards. If the cylinder heads were the same, then you would have a good chance of making it work, but this is not the case. All the electronics and wiring would be different as well as the mounts and quite possibly the transmission bell housing might be different as well.
