on my 1990 toyota pickup with a 22re I have replaced heater control switch and the blower motor resistor which work on the three setting but not on low why.

You need to take a look at the heater relay, this is what supplies the voltage for the low blower speed, It is very likely it is a bad relay, or it can be a bad wiring connection, Thanks Please let me know if I can be of any other assistance to you with this issue.
