2011 RAV4 not starting. Just silent. With jumper cables to nearby car, ignition light came on, shift released, and steering unlocked, but starter didn't turn over. 65K miles.

Hello. Welcome to Just Answer. I am sorry you are having this issue. Please allow me to assist. The main cause for an inoperative starter is a blown fuse. There are 2 fuses that are responsible for the starter, they are labeled AM1 and AM2.

AM2 us in the panel under the hood (the panel lid should be labeled to identify where it is) , and AM1 is the first fuse in the top row of fuses; farthest left hand side of the top row. I would check these two fuses before anything else.
