Good Moring I am working on a 2001 Toyota 4 Runnerand am getting a code P1130. Sensor 1 Bank 1 / AF. Voltage is staying at .66. Replaced the sensor and cleared the code started the vechile and after it warmed up the code came back pending and the voltage
was at .66 again. Now I am confused. I did by the sensor at Toyota. Lance

If you are getting the same voltage with fluctuation then you have a bad wire somewhere. Check your wiring.

The voltage on sensor bank 1 is .66 with no flucuation

Ok. Have you checked your wiring from the pcm to the sensor?
