I'd have to think the blueish liquid would be fuel with a color or charcoal mixed into it. That would point toward the vent/canister close valve working but there are internal valves in canister that can also cause this problem. I'm not finding any information based on year but sometimes if I check with vin I'm able to get more information.

Sounds good If production date is 1/06 this means vehicle is a 2006 not a 99. Is this a U.S vehicle?
These codes are related to speed sensors which usually means speed sensor, bearing, or wiring. If scan tool can monitor wheel speed sensors that would be easiest to tell which ones are missing then check wiring, if good replace speed sensor. Without scan tool you will need to monitor AC voltage output of sensor and check resistance between sensors and abs module. Let me know how it goes or if you run into questions, thanks.
