It sounds like you might have a bad ECM. If you have a multi meter you can test for a bad TCM with the attached chart.

1. Check powers and grounds to the ECM. If no power is noted on A8 and A16 White/Blue wires, check EFI main relay for proper operation.

2. Check for ECM 5 V reference circuits being shorted to ground.

It's not uncommon to find water intrusion in the PCM on this model of vehicle.

checked powers and grounds, were good, efi circuit didnt appear to be powering pcm, checked relay it was fine, and had power to the relay, also security light flashing

I think your ECM is dead. Can you use the chart to test the output on any of the output circuits (ie E6-1 E6-2 E6-3 etc)?
