have a remote, not working... no toggle switch, car alarm still on had to take horn fuse out... but high shrill noise still coming from under driver side panel and car wont start

Hello and welcome to JustAnswer!

If it's an aftermarket alarm then you're most likely going to need a functional key fob to disarm it if you aren't able to find a valet switch. Depending on what the installer wanted to do there may be a switch just secured to the harness or hanging loose up inside the dash somewhere.

It's possible that it may be wired to disarm when unlocking the doors manually with the key. Insert the key in the driver's door and unlock it and see if that helps.

If not and you don't wish to replace the fob and have the system functional then the best thing to do would be to locate and remove the alarm module and it's wiring, returning everything back to factory.
