I have a 200 toyota four runner. I replaced the dead

I have a 200 toyota four runner. I replaced the dead battery. The radio light and horn started honking. I took out the horn fuse and cycled the key until the alarm stopped. I unhooked the tds alarm button and the alarm stopped but the engine still won't turn over. I put the horn fuse back in. I never had issues turning the car over before now.

You are describing issues that are not common for a stock vehicle. These are symptoms of an aftermarket alarm or immobilizer or remote start on the vehicle that got triggered from the loss of power. Can you check for any of those systems on the vehicle, normally mounted under the drivers side of the dash?
